Look at only wavenumbers less than 10:

Note that the large-scale structure of the hurricane is well resolved by the low wavenumbers. There is clearly an eye, core, and rainbands.

Look at only wavenumbers greater than 10:

You need the high wavenumbers to resolve the convection. Hurricanes are a multi-scale process!

The satellite image for the hurricane clearly follows a -5/3 spectral slope. The slope would likely continue to higher wavenumber
if the image were of better resolution.

FFT for the Mona Lisa:

The Mona Lisa power spectrum is much closer to the -3 slope than -5/3. Maybe the -5/3 slope really is something special about the atmosphere that is
not relevant to everything? Of course there still are examples of art that have the characteristic -5/3 slope nonetheless.
